CBDT has laid down guide lines in circular No.530 dated 6-3-1989 to be which are to be considered by the assessing officer before disposing of any rquest to keep the collection proceedings in abeyance. I am attaching the circular.

It is cleary mentioned in Circular No. 530, that Ao will communicate his decision in the form of SPEAKING ORDER.
