Mr.Atul Kumar Jain CBDT has laid down guide lines in circular No.530 dated 6-3-1989 to be which are to be considered by the assessing officer before disposing of any rquest to keep the collection proceedings in abeyance. I am attaching the circular. Best Wishes Sathikonda

but the ao was talking about circular no. 1914 and which supercedes all previous circulars

Dear Atul, It is cleary mentioned in Circular No. 530, that Ao will communicate his decision in the form of SPEAKING ORDER.
