Can a GST Practitioner can act as a tax consultant.

If a GST practitioner having good knowledge and also have 2yrs experience in a CA firm to prepare & file ITR .

then can he act as a tax consultant and file ITR of any individuals.

I am confused that who is actually a tax consultant.

please tell me .
