We are into service industry and provide service as management consultency if we are purchasing any product out of state and the vendor needs the "C" form so that we can avail tax benefit by 3% instead of paying 5% on electronic item, so i just like to know that bieng a service industry and having no TIN number can we download the C form and avail this faciity.
Only registsred vendor can issue the C-Form.

"C" form always issued by the purchaser to the vendor in respect of the goods mentioned in the CST registration paper only.

Only a registered VAT dealer can issue C form. He has to list out the materials to be procured out side the state and submit the same to Commercial Tax department.
Since your company is not a registered VAT dealer, you cannot issue C form.
How to get registration under CST in case of service industry as we are not selling goods but providing service only.

If you are not in a business of sale of any goods then CST registration is not required.
