CST OR LOCAL RATE IS NIL THEN NO REUIREMENT OF C FORM BECAUSE NON RECEIVING OF C FORM BY THE SELLER IS ATTRACTED VAT LIABILITY AS PER LOCAL RATE THEN IF LOCAL VAT RATE IS NIL VAT LIABILITY IS ALSO NIL OF SELLER SO IT IS NO REQUIRED TO SUBMIT C FORM

if cst is nil it is require to issue c form, if c form is not received then vat charged at local rate

if c.st is nil, then c.s.t form nil to be attached for c.st exemption, otherwise vat is to be collect
