I guess, non-planned expenditure.., was made, keeping in mind BJP as leading government in centre... Seriously, the many of proposal seems unreasonable this time....

Why FM is talking of 10 yes instead of last 5 years. Only to dissolve The negative growth of upa2 with positive growth of upa1. Why not he compare with upa1 ending with upa2.
