should we start billing from no.1 from july.2017 for GST ?

no , start with invoice numbers as normally shown in your software, like tally software.
You can start from 1 but take care that no number repeat in a year.
For igst billing & sgst,cgst same sequence to be followed or to keep different invoice?
You can follow same sequence
