BEST decision ever made by ICAI to drop ISCA subject from syllabus...of ca final
The need for ISCA is totally not justified. IT is a subject which can not be learnt by reading and craming up books!
This subject has been in the syllabus of ICAI since decades. Previously, students from far flung areas used to have very low access to computers and specifically interent. Therefore it was necessary to give them some background of the things before they come into real work. But, this subject has become more redundant now.
It is correct that every student needs to be updated with IT, but for that, craming up the book is not the solution. Further, we dont know how even the marking is done in ISCA. The better alternative to increase IT literacy is to introduce 1-2 months training like GMCS. It should be conducted in partnership with institutes likes SAP, ORACLE, Microsoft, etc. If this is done, the real purpose of subject will serve. At the end of such compulsory training, a practical test should be conducted and it should become necessary to pass that test also to become member of the insititute.
So, though the need of IT literachy can not be avoided, it is better to have practical approach to it. (Already we do have a practical training but it is not taken as seriously and faculties are not as competent as they would be if we partner with companies like SAP etc.)

These are just fantasies. If a tie up is made with SAP, Oracle, the ICAI will go bankrupt. Either Mr. Jaitley should allocate the funds, but that will again be a wild dream.

Only SAP charges 1.5 lacs for training.Other compnies are also in the same cost structure. There are 8 lacs CA students.

Infrastructure costs are unbearable for ICAI. ICAI has failed to open chapters in tier 3 and tier 4 cities.

ICAI knows the reality of these capital expenditures.

 

ICAI is also not ISB, which might get funding from Top Corporate Houses.

 

Even if everything is arranged, implementation is very difficult. 

The quality of GMCS I and II are just average. Average is for New Delhi, Mumbai and other metro cities. Rest all other chapters are below average.

 

ICAI has just managed to open one centre of excellence in India.That centre has good infrastructure and GMCS training. Just one in whole of India. This shows ICAI has no money like IIT, IIM.

So, we know that nothing will change and no funding is coming.

 

Then atleast provide the students with some reading material from ISACA. Something is better than nothing at all.

 

There are CA students from villages also. They have no idea about IT. You can check the computer literacy figure of India and specially rural India.If these students go to tier 3 cities for trainings, I can guarantee you they will do nothing in that period. See, This is India and India lives in tier 3 cities and in villages. And there is no electricity at all in those areas.

I know the ground realities. Where there is no electricity, how will they get training for SAP.

Now, if there is no proper training and you are deleting the subject, Can you imagine the quality of maximum CA students. Because maximum CA students are from Tier 3 cities, Tier 4 cities.

 

So, Checking should be made transparent. Proper IT background evaluaters should be hired. Checking should be made realiable. This is an achievable goal.

I hope ICAI knows its shortcomings as an Institute. I hope ICAI knows about the grave realities of Indian education system, which produces students with low computer Literacy.

Remember, India lives in Villages and it will take 50-60 years to improve the rural computer literacy rate.
