as per the amendment in finance act 2016 from A.Y.2017-18 belated return should be filed before the end of relevant A.Y. therefore the last date to file for the AY 18-19 was 31.3

In normal course you can not file.
However you can apply under 119(2)(b) for condonation of delay with genuine reasons and after it's approval you can file return.

Can we file ITR for AY 18-19...?
No... We can't file ITR for AY 18-19 in normal provisions.
But, In case You want to Claim any refund or C/f losses then You can move with Condonation Delay Request to Your jurisdictional CIT.
If approved the request then You can file ITR with that Request.

if there is any tax liability you have to pay self with interest but you cannot file return but if a person having refund they can file return there is provision in income tax to appeal commisioner
