Audit fees

Hi ,

1 ) Can you advise me whether I can collect less audit fees for the statutory audit than the previous 

      auditor (after obaintng NOC) when the company is making loss and going to be closed in few years.

2) Whether I can collect less fees than the previous auditor for the running company when the previous audit

gives NOC.
