arrear calculation

If some one get arrear in this financial year and in previous year he has not filed any return and tds deducted is also less in previous year. Now my question is
If in Ay 18-19 my actual tax is 78880 but in 26as only 15000 then which amount we will take for the purpose of form 10E

check form 16 alongwith annexure for break up of salary and arrears amount. Or try to get from employer arrear calculation sheet.
Thanks but my question is if employee have not filed any return in previous year and tds in 26 as is also less comparison to tax liability in all previous year can he file 10E with original tax or he take tax value from 26as
