whether changes made in income tax related to standard deduction and rebate u/s 87 A will be applicable for assessment year 2019-20120?

That will be effective from AY 2020-21.
The applicabililty of changes in income tax act 1961 made in the budget 2019 will be effective from the AY 2020-21
