Amount paid for new number for vehicle

Dear all,

I am having a doubt whether the amount paid for getting special number or Fancy number for vehicles should be capitalized or not?

Also whether the tax and other duties paid while registration of the vehicle should be capitalized or not in the foll cases.

1) The vehicle is purchased from india

2) Vehicle purchased outside india.
