If any company change their venue after notificàtion of agm and did not intimate to shareholders what to do as a shareholders.

this is company role to let share holder know the venue and give notification to share holder by notification, or upload venue at their website
if not intimate to do what action can be taken against the company
You can file case against the company with competent court u/s 439(2) read with Section 96.
