Affordable housing eligibility for gst purpose

My unit in an under-construction project satisfies the twin condition for affordable housing eligibility as per the latest GSTC recommendations. The builder has decided to opt for old GST rates from April 2019. Can I get the benefit of Affordable Housing on my unit and pay GST @ 8% or is builder right to charge GST @ 12% in the invoices raised from April 2019.

Need help it's urgent!
