Does educational cess consist of secondary educational cess and higher secondary educational cess? What is the amount for educational cess?

Secondary & Higher Secondary E.Cwss is 1%
total 3%
But in the ITR 1 Form, the ITR1 form only mentions of Educational cess and in this ITR 1 form that educational cess is 3 %. How do you say then educational cess in 2%.
It is showing the aggregrate of the two cesses whihc comes to 3%
