i have recived 90 lakh as per tds u/s 194h can i declare turnover in 44AD or 44AA

No , Can not opt Section 44AD of the income tax Act ( presumptive Taxation)  to file ITR 4 , because as per section 44AD(6)(ii) , provision of this section shall not applicable to those who  have earned income in the nature of Commission & Brokrage  ( please confirm) .

It's look like that you have earned income from Commission & Brokerage, therefore section 44ADA also not applicable, because this section is for professional Income. So both this section are not applicable. 

I think you can file ITR3 .
