No, you cannot file returns after 31.3.19
Note that you cannot even file revised or belated returns post 31.3.19

Only second option is, provided you get notice from ITD.

for FY 2016-17 last date was 31-03-2018 it was not extent by Department so Current year it will not extend by department.
