All Rules Under New Income Tax Law to be Notified by 31st December 2025

The government is planning to notify all rules under the upcoming new income tax law by December 31, 2025, through a single consolidated notification, marking a crucial milestone in operationalizing India's modernized tax framework.

According to a senior government official, the new income tax law will be supported by around 400 rules and 180 forms, significantly fewer than the 500-plus rules under the existing Income Tax Act, 1961. The move is aimed at simplifying compliance, reducing litigation, and streamlining administration.

"By December 31, we will notify all the rules in one consolidated notification. Budget work will also start simultaneously. Systems will have a lot of work - we will test the rules, do a test run and coordinate extensively in the fourth quarter," the official said.

A Simplified and Modern Tax Framework

The government's initiative to overhaul the Income Tax Act, 1961, aims to introduce a simplified, transparent, and technology-driven legal framework. The new structure is designed to improve ease of compliance, reduce ambiguity, and align tax administration with India's evolving economic landscape.

Rules under the new law will define detailed procedures such as how liabilities are computed, refunds processed, and exemptions applied, while forms will act as standardized templates for taxpayers and businesses to file returns, make declarations, or claim benefits.

Backend Integration and IT Readiness in Q4 FY25

Once the rules are notified, the government will shift focus to systems integration and IT testing in the fourth quarter of FY25, ensuring the infrastructure is ready before rollout.

"After notification, utilities will be created and prototypes of forms will be tested and integrated with data. Each form requires detailed development, integration, and testing. This work will intensify in the fourth quarter," the official added.

This phase will run parallel to Budget preparations, making the final quarter of FY25 a critical period for both administrative testing and fiscal planning.
