Wrongly submitted return u/s 139(9) without notice.

Previous consultant of one client intentionally take revenge against by submitting wrong return ( u/s 139(9) without notice of I T). For FY2019-20, where refund was Rs 24000 but after return u/s 139(9) I.T payable was Rs. 95000. Now Income Tax demanded outstanding amount. So how can help client???

Note; Client belong to Schedule Tribes (S.T) where income exempt u/s 10(26).

One can't file ITR u/s 139(9) unless he or she get the notice either emode or other modes
Log into e filing website . From the dashboard place request to the assessing officer for rectification if required. pay the demand asap.

Contact your jursidiction AO and discuss the entire matter. 

If he allows then he will help in condonation request through which you can file revsied return.

If the demand is raised by CPC then you can't visit AO , response should be submitted through online only
