If the debtors is not paying the exact amount as per bills ,as an example if the bill had raised of Rs.15,199 if he is paying only Rs. 15,000 ,please advise Rs.199 how the adjust ,as write off or discount

You can given CN to the customer for the diff value or your can write off the same..
The better way is to write Off the Outstanding Balance..
You can show the difference as Discount allowed to the customer.
