in old law works contract treated as both service and material,
so we only deduct tds on service portion but in gst act works contracts treated as serivice, so my ques is Tds is deducted on whole amount on this act?
please clarify with notification if any?

Tds & income tax these 2 r different acts. Do not mix the provisions of both income tax act Or Gst act.As per section 194C, if material & service value is saperately mentioned in invoice then deduction is to made on service part only otherwise on whole amount.
