Sir I have two queries 
No.1 In last GST council meeting it was decided that the GST rate for work contract is reduced from 18 to 12% Is it has been applicable or not is there any notification regarding this

No 2 Being a govtcontractor I am purchasing the material Incorporated in the work and paying the GST of which I have to get the input If input is more than the the my tax liability then will it be refunded to me or not 
If yes then what will be the proceedure

(5) In case of refund on account of inverted duty structure, refund of input tax credit shall be granted as per the following formula:

Maximum Refund Amount = {(Turnover of inverted rated supply of goods) x Net ITC ÷ Adjusted Total Turnover} minus tax payable on such inverted rated supply of goods Explanation: The meaning of the term “Net ITC” and “Adjusted Total turnover” shall have the same meaning as assigned to them in sub-rule (4).
