yes it includes taxable plus non taxable supplies

SAggregate TO shall include exempt supplies too. And Sec 22 mentions registration to be obtained if AT exceeds 20L.
However, S. 23 specifies that no registration required if the business of person is merely supply of exempted goods/services.
So, as per S. 23, no registration is needed in your case.
