Whether manufacturer opted composition scheme liable to pay gst on nil rated supply?

YES YOU ARE CORRECT , IN NOTIFICATION 1/2018, UNDER CLAUSE (b) its amending only clause (iii) in principal Notification 8/2017 ct, Hence clause (i) is remain same
