uniform purchase for employees or any other expenses relating to employees, whether ITC is available?

ITC available only in case of Company GSTN updated with vendor.

yes if GSTN has been provided it's doesn't come under ineligible credit

You can get ITC for the purchase of Uniform to Employees. Bcoz, It's related to business purpose...
So, no more restriction....
