Wheter tds is expense tcs is income?

I just heared that TDS is an expense for the deductor and Tcs is an income to the collector. so far I beleived that Tds is not an expense to the deductor and he acts only as an intermediary between the tax authorities and the creditor to whom the amount is payable in the form of rent, salary, sub contract payment etc.for eg when a principal contractor make payment to a sub contractor say  for 100000 rs, have to deduct Tds @ 1% u/s 193c,ie 99000 to sub contractor and rest of 1000 credited to his PAN as TDS, The former liability is to pay Rs 1,00,000/-,he discharged his liability as above.Then How TDS will become an expense to TAX deductor?Please give advice to me..Your kind cooperation is highly appreciated

the real professional believe things not by hearing someone but by researching and analysis.
99000 is paymnt to sub contractor rest1000 rs to govt
so a deductor can claim it as expenses in tax whereas if he fail to deduct such tds that expenses wil be diaallowed as per it rule.

The entry will be

expense A/c ...dr 100000

To Subcontractor(creditor) or Bank(payment ) 99000

To TDS (which will be paid later) 1000

So, we claim Rs 100000/- as expense.

Contract Charges are Rs. 1,00,000...

Tha Contract charges Only called expenses. We split the Amount 99,000 + 1,000 = 1,00,000...

Rs. 99,000 directly pay to Contractors...

Rs. 1,000 deposit to their TDS account...

 

1) By - Labour Charges (Expense) A/c -    Rs. 1,00,000/-

    To - Subcontractor (Creditor) A/c -                           Rs. 1,00,000/-

 

2) By - Subcontractor (Creditor) A/c -        Rs. 99,000/-

    By - TDS (Subcontractor's PAN) A/c -   Rs.   1,000/-

    To - Bank / Cash A/c                                                      Rs. 1,00,000/-
