When should be gst paid to builder for under construction property?

Dear All,

I bought a flat in an apartment (mini gated community), at the of foundation stone of the project 18 months back. Now it is at brickwork stage. Builder is asking for part payment as per their schedule.

Question is: At what time we should pay GST? at the time of registration or during each part payment made to builder?
