Can some one Explain whether there is any composition scheme for advertisement agency service or whether such service has to be taxed at full rate

What is the rate of Service Tax for Advertisement Agency

There is no composition scheme for Ad agency Servi ce .However, you can take benefit of goods sold by the agency to it's clients(Notf 12/2003-ST dated 20.06.2003.
If the ad agency is merely canvasing the advertisements for publishing in the newspaper, then tax is to be paid on commission only.
