Can we claim ITC of FY 2017-18 in 2018-19?

No, ITC must be claimed before annual return for that period or September return filling which ever is earlier

ITC for the period FY 2017-18 can be claimed upto sep 2018 return filling due date

as per the latest notification itc for the fy 17-18 can be claimed till 31st march 2019

kindly refer order 02/2018 central tax removal of difficulties order, in which it is clearly mentioned that the itc of invoices pertaining to f.y 2017-18 can be claimed till 31st march 2019

Of course you can claim your pending igst till.31.03.2019.before filing of annual return.If annul return.is.filed already then you cannot claim.ITC Credit.
