And I often see that neighbours just throw all the leftover food and  peels of vegetables, also in the dustbin,

I feel that, its better to give it (not only excess food, also some fresh stuff too) with animals like goats, cows moving around in your area, You can fill their tummy, they too will be happy, and it helps us cleaning environment, food not get wasted,
