Vat registration

Can anyone tell me what is the fee for VAT registration in Telangana? Through webportal I came to know that there is no fee but these CTO people are asking money say in name of formality, which obviously is bribe. I put a query about fee through mail, they said, "contact to CTO". Is it not possible to start business with honesty? And if formality is the only way, how much minimum amount to pay?
