No. Need not required to submit physically.

actually right now i was checking for my admit card and suddenly a pdf is downloaded in it's 2nd page there was a declaration for so do I have to submit that form or not

In my opinion if you dont submit also your Admit card will come.

If your photo and sign are in the database of ICAI, you need not required to take print out of exam form. In other words, CA CPT/IPCC/Final candidates whose photographs and signatures are displayed on the screen, on the portal, when they log in, are not required to take a print out(PDF) of the exam form and submit it.
