Examination deptt is in Noida, do if u have any query relating to exams you have to go to Noida.

ITO is the head office specially for members and Vishwas Nagar is for students. 

If you have to give anything in writing regarding any matter you can send it to ITO or Vishwas Nagar, both (ITO & Vishwas Nagar) internally transfer written application to the concerned deptt, whether it is Noida, Vishwas Nagar or ITO.
