Under which section/circular/rule I can file for revocation. Please help. Registration is cancelled on my request.

Apply using Form GST REG-21 under GST Portal > Services > Registration > Application for Revocation.

This is valid only if you are applying with in 30 days of receiving GSTIN cancellation notice.
