Definitely companies act 2013 is applicable. There is an announcement by icsi mentioning the section numbers of 2013 act and from 1956 act applicable for exam.
Out of 8, 5 papers , i.e paper 1,2,5,7 n 8 has the implementation of companies act 2013 n the rules in it..
Can you please post a link to the announcement? I could not find it anywhere on icsi.edu
In June 2014 all questions were asked based on the 1956 Act and not the New Act. Are you sure that in December they will switch to the New act for old syllabus students?

Thanks for the link. It appears ICSI has not bothered updating the Old syllabus materials. Instead they have posted 2011 edition material. Along with it, they have created a monstrous 500 page PDF called "Update for old syllabus". How are we to figure out which parts to study from the materials and which parts to delete? Very dissapointed with ICSI.
Nothing to worry.. major changes are in paper 1 and 7. U can use new syllabus material for it. Rest all u can study old books. Still u can pass. For drafting paper refer to new book for only the chapter drafting under companies act.
