If a person entered in a contract with a higher secondary school being affiliated by CBSE to carry students in own or school vehicle, is he liable to get registration in GST??

yes if the same exceeds Rs. 20 lakhs in year & for special category states Rs. 10 lakhs.
Although Transport service provided to Educational Institution is taxable at Nil rate, however required to get registered if Aggregate Turnover exceeds the limit.
