The question raised is very important.
Previously; MLAs & MPs were paid too less hence educated persons didn't show their interest.
The main reason of this was Reservation also at various government recruitments.
The result was - uneducated people came into picture
(Humour : everyday we see their pictures in newspapers; we also see live telecast of house of assembly how these people behave with each other).
