NR Seller of Property Apllied in form 13 and got TDS deduction Certificate U/S 197. Which Says Certificate rate 3% and Amount Rs.3400000(LTCG). Is surcharge and Education cess applicable on certificate TDS rate ? (Sale Consideration and Stamp duty Value 7000000.)

Mehul were you able to know that surchage and education cess are extra on top of % mentioned in certificate ?
