The query is not clear...

If TDS has been deducted, get PAN applied and claim refund by filing ITR.

Actually TDS has been deducted from bank account, although amount was not taxable.. so, now during tds reversal, bank is asking for PAN, telling without PAN, they can not go for tds reversal..please guide

Bank is correct, you need to apply for PAN and provide its copy to bank for any rectification.

How he opened the bank account without PAN and maintaining till date and deducted tds. how was it possible.

Any applicant can open account. If he or she has no pan, either can submit form 60/61 as the case may be. But tax would be deducted, in that case, @ 20%.

Pan no is compulsory in every bank if you dont wish your tds not deducted u have to fill form 15 as per applicable and inform bank but it is advice tds deducted is better u can claim it by filling itr
