Specific means does goods purchase sale transaction attract TDS on first place ? Very new for me.

No. There is no TDS requirement for import of goods.
TDS PROVISIONS ARE NOT APPLICABLE ON PURCHASE SALE TRANSACTION

it is not applicable at the of impot but when you clear it form cfs agent then there are many services which may attract TDS provision.
