TDS refund of NON-PAN assessee

Assesse is Govt Entity & does not hold PAN & having large amount deposits in bank. Bank made TDS at higher rate. How to claim TDS refund now?

for tds refund u have to file return and for 

that u have pan no  no way pan no is necessary

No way, wihtout having PAN you can not get refund.

If the govt. entity is not liable to tax then it was bank's mistake to dedcut the tax. Carry the matter with bank and ask for refund or wrong tax deducted.
