how to claim of tds if itr not files for the A.Y. 18-19

In normal provisions no way for filling ITR for AY 18-19...
If You want to claim refund after all the assessment then You can "TRY" file Condonation Delay Request to Your Jurisdictional CIT...
in case the said request accepted by cit /ao then You can file ITR for AY 18-19 and claim your refund...
Otherwise no way for filling ITR & Claim TDS refund.

In normal course you can not file return for AY 18-19
However you can apply to your jurisdictional CIT under 119(2)(b) for condonation of delay for filing return with genuine reasons and after it's approval you can file return for AY 18-19 and claim TDS amount
