dear sir I won Rs.10000 in dream11 fantasy cricket but I received Rs.69100 after deducted tds Rs.30900/-
so I can claim that tds refund amount 30900/- through itr 1 , my salary income is Rs.240000/-

Tds amount should be adjusted against mandatory tax liability over winning lottery income u/s. 115BB of IT act, which is same as TDS deducted in your case.
So, net refund will be nil; but you need to mandatorily file return.
