Whether TDS will be deducted on the amount which is paid to contractor for hiring taxi.... such taxi are used for delievering the news paper... ? if yes, under which section or notification ? ?

I think it will be a transporter contract and hence no tax will be deductible if you can obtain the PAN of the taxi hirer.
