It will be covered u/s 194C only as it is contractual in nature and it is concerned with supply of manpower.
Contract for carrying out any work includes service contract. Provision of security service is a service contract and covered under 194C.

Security service is covered under 194C and te applicable rate is 2.06% for firms / companies where total payment is upto Rs.1crore and 2.266% where total payment exceeds Rs.1 crore

Ya,it's covered under 194C and the applicable rate is 2.06% (2%TDS+2%EC+1%S&HEC)where total payment is upto Rs.1crore and 2.266% (2%TDS+10%surcharge + 2%EC+1%S&HEC) where total payment exceeds Rs.1 crore.
Current rate is 1% for prop. huf.....2% for others
Current tds rate on 194c is 1% for prop. huf.....2% for others
if i printed stationery and leaflet for school publicity purpose and invoice amt goes to over 25000/- there is tds applicable

- Nature of service:
- 194C - If the services are received from an advertising agency, it can be considered as a Contractual service u/s 194C and rate applicable @ 1% for Individual, HUF and @ 2% for others, for . Eg: service to publish an advertisement in a newspaper.
- 194J - If the services are received from a professional individual or organisation, it can be considered a Professional Fee u/s 194J @ 10% . Eg: service Fee paid to an actor, fee paid to a company for providing services to create the advertisement.
