I bought a house in 2012 for 60Lac and spent 4Lac on stamp duty, registration and brokerage. I sold it in 2013 for Rs 63lakhs and paid Rs 63000/- as TDS (1% of total value). For FY 2013-14, can I claim a refund of Rs 63000/- which I paid as TDS and also carry forward a short term capital loss of Rs 1 lakh for next FY?

since you have a short term capital loss of one lakh, it will be adjusted from any income from this year and any unabsorbed loss will be carried forward next year for set off against ltcg or stcg only...... yes, you can claim tds in current itr for refund.
