TDS ON SALARY OF GOVERNWMENT EMPLOYEE.
Is TDS deducted from the Govt. employee's salary during transfer of his/her salary?

Yes, if applicable. Why doubt in that.
Yes... TDS applicable.
Assessee Received Salary Rs. 50000/- pm and TDS Deducted Rs. 5000/-pm regularly.
Other than salary received for Commisson Income now Standard Deduction Rs. 40000/- applicable or not this assessee?
Yes.... Std deduction applicable for the said salary income.
