Tds on salary

Mr X has salary of 2,54,000 as salary Income..
TDS was deducted accordingly..

Mr X has only that source of income i.e. salary..

He invests in 80C around 80,000 thus tax liability becomes nil...thereby claiming refund every time..

Now
Is there any forms/procedures/formalities so that TDS doesn't get deducted..?

Yes,  Under section 197  tax payer may  make an application to his Assessing Officer for deduction of tax at a lower rate or non deduction of tax. 

 
The application has to be made in Form No.13.
 
IF he satisfied then, he may issue certificate in Form No. 15AA providing for deduction
of tax at lower rate or no deduction of tax. 
 
Please obtain copy of Form No.15AA for your record. Then no need deduct TDS.
