Assessee is a AOP running one Health Club have appointed one agency for Training health club members. Under which section assessee has to deduct TDS on payment made to agency i.e. on Professional Fees @ 10% or Contract @ 1%.

I don’t think that training health members comes under definition of professional. That is why you should deduct tds on contract if its between contract service.
