No it is not applicable . gst is applicable.
All types of goods purchased are covered for TDS under Sec 194Q. I am assuming your previous years sales turnover exceeds 10 crore and the purchase from that vendor exceeds 50 lakhs hence tds at 0.1% becomes applicable.
Not applicable on products.
